Though Celerity is easy to learn and use, it is not a simple Discipline. Though it seems intuitive to just "move faster", learning it is quite difficult and changes time perception and reaction times permanently. There are unexpected limitations to what you can do and how you can interact with your surroundings commonly learnt through experience.
Swiftness
For each level you can move with greater swiftness.
Effect in Combat
Celerity both has an effect in deciding Initiative, and can be activated as a Free Escape.
Limitations
The first lesson most kindred learning Celerity internalize is that while the reaction speed helps prevent collisions, when you collide you do so at the speed you had. Most stop running into things quite quickly, but some use this to their advantage along with Fortitude.
Celerity enables you to move at a faster pace, accelerating something with you (fully carrying an ally, supersonic throw) requires an equivalent level of Potence to hold on.
Celerity does something strange to the air around you, it reduces the headwind so you can see and move easily but that effect also thoroughly garbles any sounds you make.
